Advocating for mothers, families, and a more inclusive Hong Kong.
Why We Advocate
At Hong Kong Momtrepreneurs (HKM), we work directly with mothers navigating resource gaps, caregiving responsibilities, and career transitions. Through our programmes, we see firsthand the barriers they face — and the strength they bring.
Policy shapes those barriers. It also shapes the solutions.
That is why HKM engages with government policy. We contribute evidence-based recommendations drawn from our frontline experience, our participants’ lived realities, and credible research. Our goal is not to criticise, but to collaborate — helping shape policies that support caregiving mothers, strengthen families, and build a more inclusive workforce.
Our Advocacy Priorities
Our policy positions centre on three interconnected areas:
1. Flexible Work Options
Flexible hours, remote work, and part-time arrangements are the missing piece in Hong Kong’s family-friendly policy. We advocate for incentive schemes that encourage employers to offer flexibility to parents of young children — modelled on existing government programmes that have proven effective.
2. A Systematic Childcare Pipeline
Families need childcare now, not in 2030. We call for a multi-year childcare place roadmap with clear annual targets, covering both government-subsidised and private-sector options, and incentives for employers and developers to include childcare facilities in new developments.
3. Gender-Equal Caregiving
Caregiving is not a women’s issue — it is a family issue. We advocate for expanded paternity leave, shared parental leave, and public education that normalises fathers as active caregivers.
Our Submissions
HKM submits formal responses to government consultations and policy addresses. Each submission is grounded in evidence, informed by our community, and offered in a spirit of collaboration.

Summary:
HKM welcomes the Government’s continued focus on fertility, childcare, and family support in the 11 measures to promote fertility in the 2026 Policy Address. Drawing on our direct work with mothers, we offer three recommendations to strengthen the policy’s impact:
- Incentivise employers to offer flexible work options
- Build a systematic day care quota pipeline
- Promote gender equality in caregiving
